The TEHAF fund managed by a committee from FGTO is made available to support humanitarian groups who are already continuing their humanitarian work in Tamil Eelam. Due to ongoing Sri Lanka’s Genocide against Tamils and the lack of justice by International mechanisms, Tamils can’t expect a fair share of humanitarian aid from International support via Sinhala Buddhist extremist governments. Therefore, the Tamil diaspora should focus the humanitarian aid specifically targeting the Tamil population in Tamil Eelam during the economic crisis created by genocidal policies and occupying the Sri Lankan military.
The project was initiated during the Global Tamil Summit in New York 2022. An FGTO managed fund TEHAF aligns it with nation-building with a long-term vision. The factors are considered to make the beneficiaries self-sustaining in the future. It won’t replace any existing humanitarian work done by school alumni, village organizations, or Tamil humanitarian work, but rather complement and encourage them.
Hundreds of Tamil diaspora humanitarian efforts are currently helping needy people in Tamil Eelam. Even though there is no coordination among the efforts, the small and medium-level projects reach out to most of the Tamil Eelam. This upcoming fund (TEHAF) managed by a committee from FGTO is made available to support those groups who are already continuing their humanitarian work. The implementation details for the TEHAF project in the year 2022 and 2023 are as follows:
1. TEHAF committee formed within FGTO
- Committee will have more than 3 members
- Manage the fundraising, and fund
- Evaluate, and recommend the fund receivers to FGTO Board of directors
- Produce annual reports for the FGTO as well as public.
- Committee should consist of people with expertise in fund management, reporting, and professional evaluation.
2. Accountability and Fund distribution
- All the TEHAF transactions go via annual financial statements of FGTO
- Humanitarian groups can apply using Google form fgto.org/apply with the details of requesting project, organization / group details, last year’s project report, this year’s plan with supporting documents.
- TEHAF evaluation Committee will process the applications periodically and choose the fund receivers and recommend it to FGTO board.
- Once FGTO board to approves, discharge the fund and committee to follow up on the annual report
Humanitarian organizations can apply for the fund TEHAF via the online application for specific projects. The application form (Google form) is available at https://fgto.org/apply
Once applied, please wait for a month for the evaluation to complete. If no response received after a month, please contact FGTO to get the status.
- Each project that receives the fund should raise more than 50% of the fund from other sources.
- The project that receives the fund should have completed at least one year of work and be able to share the report of the previous year’s project execution details with the evaluation committee
- Only projects that serve the people in Tamil Eelam can be chosen until the safety of the Tamil people in Tamil Eelam is assured, after that the fund can be expanded worldwide with a complete evaluation.
- Fund distribution should align with Tamil Genocide Recognition and Tamil’s self-determination
- When a member organization provides the fund directly to its chosen project, the committee should pre-approve it.
- Raises funds via online donations and fundraising events for this humanitarian fund by member organizations, and special events for a dedicated fund.
- A Member organization can also collaboratively raise the fund for a specific project and channel it through the TEHAF

1. Aram USA: A 501c3 organization, that focuses on educational activities in war-affected regions of the Tamil districts.
2. Aalam Viluthugal: Project beneficiaries live in Tamil Eelam -Vanni and Batticaloa and underprivileged Tamils received the support.
3. Uyirilai Spinal Cord Injury Association in Vanni: It’s successfully running an organization for the people with spinal cord injury since 2011
